I recently purchased a new computer without Windows 10 included, so I installed Windows 10 Pro. The installation process isn’t going smoothly—it’s functioning but not performing optimally. It’s been about a week now, and I’m unsure how to proceed. What’s happening?

Ask a friend to create something fresh for you. Avoid the one sold on Ebay. Opt for a reliable USB installation, then proceed from there.

This seems highly questionable. I wouldn't rely on that device at all. You should use a USB stick with at least 8GB of storage—around $8—and it will probably be quicker and more reliable than the one mentioned. Install the Windows installer yourself; you can get the software for free from Microsoft's site.
