I’m also facing issues activating Windows 10 on a fresh machine. The previous setup was Windows 10 Pro, originally upgraded from Windows 7 Pro, linked to my Microsoft account rather than the system itself. I purchased a Home key for Windows 10 but it didn’t work either. Now I’m stuck and need to buy a Pro key from Microsoft without spending too much on something I already own.

Traditionally retail licenses can be exchanged. OEM licenses are linked to physical devices. Still, I've heard locally that Microsoft has become more lenient with transferring OEM keys. Essentially, you just need the key. Windows 7 keys seem to function for Windows 10—just test it. If it doesn't work, it's likely not transferable. You might also reach out to Microsoft to find out their policy. Sometimes it comes down to chance.
