Have you attempted to start without the GPU, and did you use the Igpu from the motherboard?

Is it working? Are the fans running? If so, check that your display cable is connected to the GPU, not the motherboard.

It runs the fans for a full 30 seconds before turning off and restarting. I've confirmed that by changing the HDMI connection when trying to boot without the GPU.

I’ve also removed the entire motherboard just to verify everything was in place and to rule out any mistakes I might have made.

The problem was resolved; it was the RAM.
