Usually it should restart on the monitor where the last software session ended. This usually resolves most issues. For other cases, you might need third-party tools. I’m familiar with two popular options: DisplayFusion and Actual Multiple Monitors. Since I don’t understand why dialogs appear on different screens, it’s difficult to suggest a clear fix.
