You've just installed your new Ryzen 7 3700x and x570 Msi motherboard. After setting everything up and turning it on, you're only seeing fans spin and a few LED lights showing red (CPU, VGA, BOOT, DRAM). No video output appears. You can't power it down by holding the power button, and even resetting the BIOS and changing RAM slots didn't help. The CPU cooler pressure seems loose, but nothing changed. You were careful not to damage anything during installation. Could this mean the CPU or motherboard was completely damaged? Or is there another reason for these issues? Your specs include a 2*8 GB Corsair Vengeance DDR4 RAM, a Zotac GTX 1070 GPU, and a 650W PSU.
The final debug LED to illuminate is the one located at the end of the circuit.
I'm unsure why it doesn't start up, but that's the least reliable board available. Have you attempted to clear the CMOS? You'll need to remove the battery from the board for about 10 seconds to do so. If the motherboard appears defective, avoid trying the same model and opt for an Asus Prime instead.

It's strange that CPU, VGA, and BOOT are all lighting up at once. It seems unlikely your new CPU and GPU are faulty. This might be related to the motherboard.
