Check if TPM is enabled in the BIOS for W11. For W10, there could be an UEFI configuration blocking startup. How was the installation disk prepared?
Reinstalling the installation media onto the flash drive to check for any issues.
Using Windows creator or Rufus? If you verify in BIOS that boot mode is UEFI (not BIOS or legacy), I'm not 100% sure this resolves the issue. When it behaves this way, it often indicates a boot system conflict. For MBR hard drives, legacy/BIOS boot mode is required. With GPT on the drive, BIOS must be set to UEFI mode. This matters mainly when creating the install media with Rufus (USB stick).
I haven’t tried the UEFI yet because I’m having trouble turning it on and off in my BIOS. It looks like it’s turned off.
If you have details about the machine, it can help verify the issue. I reviewed why it might appear grayed out. On a random Dell page, you restart and press F2 near the logo. Adjust the Boot list to UEFI, set Legacy mode to disabled, enable Secure boot, then save with F10. This process may be useful even without a Dell product site.
