I'm setting up a new PC and it goes through the installation steps but then resets everything to the setup stage again. I've tried removing partitions and formatting the drive several times, but it's still just the initial setup process. The only connected drive remains unchanged.

Remove the installation media and disconnect the boot from the drive where Windows was installed. You're just restarting into the setup again.

After removing the installation media, no boot options appear. It displays "Enter Setup" leading to the BIOS menu.

Are you seeing your drive listed in the BIOS? Which Windows version are you using? Will it remain active on the screen forever, or does it start up after some time?

The system supports BIOS updates, and I'm preparing to install on a Crucial 250GB SSD. It will remain ready for setup until I choose to proceed again.

It's not an M.2, but it's a SATA 2.5-inch drive, similar in size to typical laptop or console storage drives.
