If anyone remains curious about this, I understand the frustration. The issue isn't a clean boot, as programs are still running after disabling ALL and applying settings. Pressing F8 doesn't achieve a clean start either. Disabling Fast Startup also fails. It seems my shutdown and restart might be malfunctioning, with errors linked to that problem. Any advice would be appreciated.

Have you made any changes to the bios? If so, you might want to try installing a fresh OS.

I am considering a fresh install of the OS, but just wondering why I cannot do a clean boot, what is the reason for this?
Also, how do I exactly update the BIOS? How do I know if it is up to date already?

For those still curious about this discussion, I believe I have identified and found the primary cause of this error:
1. After thorough hardware and malware checks with a computer expert this week, we have eliminated these factors as problems—everything is functioning correctly.
2. I later came across a Reddit thread that looked quite relevant:

3. We indeed have Xbox controllers, and these issues began immediately after the update. After conducting numerous tests, I managed to resolve the problem consistently by turning off GAME INPUT HOST SERVICES from the taskbar menu.
It seems the recent Windows update has clashed with the Xbox controllers, leading to this error. I am certain they should address this in their next update. This latest release was intended to fix similar concerns but clearly did not succeed.
Could anyone clarify how Game Input Host Services is activated or installed initially?
I’m fairly certain it relates to both the Xbox App and the controllers, so I’m unsure if it was set up in one of those ways.
In the meantime, I don’t want to disable Game Input Host Services every time I power off or restart. Do you have any alternative suggestions for solutions based on what I’ve mentioned?

The only thought that comes to mind is that you have the option to modify your screen and sleep settings so your computer can enter sleep mode instead of shutting down completely. Still, you might also review your Windows startup processes or applications. Turn off Game Input Host Services or the Gaming service that starts automatically with Windows. You can continue doing these until Microsoft addresses the issue.

Are you certain GameInput Host Services is already included in Windows? Microsoft support mentioned it was only installed after downloading the Xbox App.

It's a challenging choice, isn't it?
