You're experiencing issues with Windows 10 installation on your Windows 8.1 system. It seems the download is taking a long time due to slow internet speeds (0.7mbps). After several attempts, the installer restarts and reboots, then fails to complete properly, leaving the Windows icon stuck in the bottom-right corner. You'll need to resolve this setup problem so you can proceed with installation. Any suggestions or troubleshooting steps would be appreciated. Thank you!

No clear benefit exists from repeatedly downloading the same content.

Search for "Windows 10 media creation tool" and visit the MS website link. Download the file, launch it, and select the option to make a bootable media for another device. Try this method next time.

No, you won't need a USB for this.

Sure, you'll need a minimum of 4GB. A blank DVD could also work, so you won't have to constantly download updates.
