When you increase the scaling beyond 175% in Windows 10, many apps push beyond your screen bounds. To resolve this, adjust the scaling settings or use display scaling options specific to your AMD APU and TV setup. Check if your TV supports higher scaling and ensure it’s properly configured for your monitor resolution.

Adjustments in Windows aren't ideal... Is this happening on your TV or laptop screen? Test another display to check consistency. If it's built-in, disconnect from the TV and retry.

It appears the TV is configured to send your display directly to it, bypassing the laptop screen. Disconnecting/reconnecting didn't resolve it.
