Ensure your media creation tool in Windows 7 has an ISO file with a four-digit number starting with "9" or a five-digit number beginning with "10". (For instance, your build 10074 is labeled "Windows10_InsiderPreview_x64_EN-US_10074.io")

It seems you're confirming the advice. Just set up Windows 7 using your product key and apply all updates, then upgrade to Windows 10.
