It’s not necessary for your laptop to run at full capacity; doing so drains power, reduces battery life, and generates heat. I haven’t seen a laptop that runs while loaded, so if it doesn’t boost, there’s nothing to address.

the laptops generally slow down most of the time, but adding more cores helped improve performance on the second one. using it plugged in usually works best, and these processors stay cooler even when running full load. to speed up your second laptop so you can take a screenshot or share it, try loading it with the fastest settings available—maybe a specific driver update or a lighter background app.
