partitions are treated like disks. The issue is you already have 4 partitions. That's the maximum allowed by MBR support, excluding logical ones. The tool can't create another one because of this limit.

Impossible. Launch Disk Management panel and verify the setup. You should see 3 or 4 partitions. Splitting the drive into two results in four partitions, which is the issue here. With four partitions, the software cannot function properly.
