Consider using a USB Windows installer ISO to fix your setup. If that fails, the best option might be to reinstall Windows. There could be other solutions you're not aware of...

the issue was resolved by fixing the installation, otherwise contact Microsoft to recover your activation.

I turned it off initially due to using the incorrect keyboard, then I set up a shortcut to disable it directly on my keyboard so I don’t have to rely on the registry.

The instructions don't depend on language preferences or system architecture. It's the same since version 7. The ability to enable or disable the key comes down to the OS version, not any language settings.
