This fix resolved Firefox's inability to utilize the GPU video codec, but the stuttering continued. During the clean installation, the PC also experienced a crash, displaying a driver power state failure. The issue was traced to 'ntoskrnl.exe+4feba0'.

1- Verify for updates: Navigate to Settings > Update and Security > Check for updates and install any pending ones.
2- If overclocking, ensure all components run at their default speeds. Test stability or revert XMP settings to Auto.
3- Obtain the latest BIOS and chipset drivers from the manufacturer’s site and install them.

Notoskrnl.exe wasn't the cause; Bluescreenview isn't great either. Use WinDbg (available in the Windows Store) to examine dump files. The problem seems linked to qcwlan64.sys, the Qualcomm WiFi driver. Driver_Power_State_Failure often points to a driver issue, though it can also relate to hardware. If your YouTube experience is affected, it might depend on whether video buffers correctly in those areas. If buffering works, the issue likely involves the WiFi card itself. If buffering fails, indicating a connection problem, the WiFi card could be the culprit.

The buffer seems to function properly now, and I’ve upgraded the WiFi chip drivers. Stuttering persists but might become less frequent. No blue screens have appeared yet, though I remain cautious. This likely accounts for the Wi-Fi outage after the BSOD. I’ve refreshed all my drivers, re-flashed the BIOS with the newest release, turned off overclocking settings, and applied all updates. It’s uncertain if I can reproduce the issue based on this message.

Hopefully the issue won’t repeat itself, but I’m pleased to hear you’re moving forward. Please let me know if it occurs again or if you receive another error code. Could you also consider placing your PC in a different part of the house? It might help rule out interference as a cause.

The issue doesn't seem to stem from interference. Adjusting between full screen and pausing resolved the stuttering in some clips. It also didn't occur on my earlier setup.

The issue might be connected to the WiFi component, making the system behave oddly during video playback.

Consider adjusting the settings to turn off the experimental quick protocol if you haven't already.
