Have you checked if the taskbar icons are being moved by default settings? You can also adjust the position manually through your system preferences.

I didn't attempt to alter the date format. It seems the issue lies with the date and time area being too extensive, requiring the taskbar to expand for full visibility.

You can resize the taskbar to appear like a regular window. The edge and double arrow remain intact, and you can drag it downwards.

The system stays active without fully powering off when fast startup is disabled, operating in hybrid sleep mode. A reboot won't trigger this behavior and could explain the issue. I disable fast startup on my devices because it causes odd Windows and sleep actions.
