Did you verify the connection to the motherboard? Is there a slow hard drive affecting your system speed? There’s no clear cause for these issues after a fresh Windows installation.

I don’t experience any problems. All my games run smoothly. The issue might relate to the firewall. Hardware shouldn’t usually cause this kind of problem.

You haven't encountered many Windows 10 installations! @Jeki155550 should try the Microsoft Start Menu Troubleshooter, which is accessible via this link (it's not uncommon that Microsoft created such a tool!). Additionally, consider asking another user to check if it resolves the issue.

Typically the issue lies with graphics card drivers since the start menu is completely rendered by the GPU. Attempt to update the latest drivers or install an older one.

I handled it and there were no problems. I followed the tool Paul recommended, and the issue occurred only once after that. Thanks for the tip—it was fast to log out and back in, about five seconds. That resolved it without needing a full restart, which was unexpected.
