I'm trying to assist my brother with setting up his new PC. I've tried all the troubleshooting steps, but nothing works. All fan lights are turning on and spinning, including the CPU cooler and GPU fans. I've re-seated the RAM several times, double-checked all connections, reset the CMOS, and confirmed the HDMI is properly linked to the GPU. The HDMI box also shows it's compatible with Ryzen 5000, so I suspect the BIOS might be the issue. I also want to confirm the monitor is working by using a different HDMI cable.

Psu is Corsair rm750e
I’m thinking of getting a mobo with debug lights and possibly returning the one he currently has if there is no fix

Ensure the BIOS is current to rule out this issue.
Your CPU model 5600x works with BIOS version F10 or higher, which is two releases past the initial release.
Review CPU compatibility details
& BIOS update page
to obtain the necessary downloads.
