I am running the following build
Ryzen 5 5600 X
32 GB RAM - 4 slots 8gb each
Amd Radeon RX 6900 XT PowerColor Red Devil
Psu Corsair rm750x
WD blue sn570 1tb ssd
When I power on, I go to bios and after saving and exiting it restarts bios.
On the startup computer, both CPU and DRAM LEDs are red, then after roughly 5 seconds they stop, and the VGA LEDs turn on; when bios opens these LEDs turn off.

verify bios's gpu detection and check if the ssd identifies this unit as a primary boot device.

Does 'BIOS' identify the drive? What configuration mode is active—UEFI or Legacy? Is the drive assigned a priority? Per drivinfast247
Is there an MBR available for booting? It's currently POSTing, so... I'm thinking about removing the graphics card and checking if it runs via onboard VGA. Then I'll investigate why the add-on GPU issues occur. I'll strip it down until it boots the OS and replace parts until it no longer does.
