I purchased a Sapphire Pulse BE RX 5700 about a year and a half ago. It functioned properly until I returned from my recent trip. The problem began when I got back; the GPU overheats and the fans stop working entirely. They only spin during startup and in the BIOS but become unresponsive once the driver loads. The GPU still runs and is detected by AMD's software, but it overheats when you try to play any games. Have you already reinstalled Windows and drivers? Have you experimented with different fan control programs without success?

Have you attempted to reinstall the drivers from DDU and is this related to a driver problem?

This seems to be a driver problem. If I were you, I'd either switch to another operating system or perform a clean installation of Windows. Don't confuse reinstalling the OS with just cleaning up the installation drive and then starting fresh. You might be able to fix it by adjusting the fans manually until it resolves on its own.
