The Intel spec says 4.3 GHz, but your manager claims 4 GHz. This difference is usually normal due to BIOS settings or power management. It shouldn't hurt performance much unless you're running latency-sensitive tasks.

Boost clock increase is only available when using a single core. You won’t reach the highest boost across multiple cores unless you adjust settings. It seems your system is more constrained by GPU capabilities, so you won’t experience significant performance drops even with typical tasks.

My1650 Super usually doesn't reach full capacity, but I saw this during a War Thunder session and it typically operates at half power.
