Have you checked for BIOS updates that might assist?

The current BIOS version is f2 and it appears compatible with the CPU. It might be preferable to update the BIOS for optimal performance, though using an older version won't prevent the CPU from working.

In my initial comment I mentioned the TMP module is necessary and it is. Your motherboard should display fTPM under (the specific area) for AMD CPU fTPM and enable it if it isn’t already. Also, change the option control to UEFI only. Secure boot should activate automatically once fTPM is enabled.

Regarding the BIOS, F2 is the first release version and it feels a bit outdated. To simplify things, we can use the BIOS version F64e. All other updates in older BIOS versions are included in the latest one. You can upgrade the BIOS without an operating system using Qflash.

If you don’t have the manual

Refer to your motherboard manual for instructions on using Q flash. If Windows 11 is installed, we’ll need to update a few drivers.
AMD APU Driver OS: Windows 11 64bit, Windows 10 64bit 21.30.14
AMD Chipset Driver OS: Windows 11 64bit, Windows 10 64bit 20.45.36.21209a
For audio problems, consider the Realtek HD Audio Driver 60.9373.1

So I updated the BIOS (had to install an older update-f31, then managed to get f64e), installed Windows 11 and it's still updating. But the CPU is acting really slow—it’s throttling itself to 0.54GHz even though usage is low. Also, the computer has shut down randomly a few times, not because of updates. The BIOS says the CPU temperature is 72°C, which seems normal, but it might be a bit high. I’m also checking for the AMD chipset driver download to see if that could help.

I changed the aio liquid cooler to the stock amd cooler, and it resolved both throttling and temperature issues, but the random shutdowns persist.

enter bios and verify if your setup is for "CSM" or "legacy", then change to the other and retry.

When adjusting the CSM configuration, the system might restart several times. After that, you notice the windows launching. I checked all the BIOS updates on that page and probably overlooked a necessary one.
