Problem with stuttering in every game on a new PC
All my games are experiencing stuttering on my new PC.
I've tried every possible solution, from having the machine checked at a local repair shop to nothing working there either.
Call of Duty: Warzone has significant stuttering in the menus, but it runs fine in the game except for occasional hiccups.
Red Dead Redemption 2 usually stutters after increasing my wanted level, though otherwise it's smooth.
The latest Destroy All Humans remake suffers from noticeable stuttering when flying around the UFO and especially during building destruction.
The Forest has performance issues while navigating the map, with severe long delays when entering caves.
These are just a few instances.
So far, I've tried:
Restarting Windows 10 or clearing all files
Using Rivatuner to limit frame rate
Playing games with or without Vsync/Gsync
Setting my PC to Ultimate and High Performance modes
Testing at lower resolutions and refresh rates
Reducing graphical settings
Switching between DisplayPort and HDMI cables
Adding more RAM
Activating or disabling Windows Game Mode and Game Bar
Using a different SSD for gaming
Most games maintain a high frame rate until stutters appear.
I've also attempted Intelligent Standby List Cleaner, which was recommended, but it didn't resolve the issue.
Here are my system details:
Nvidia RTX 2060 Super
16GB RAM
i5-9400f processor
Two SSDs – one 1TB for gaming, another 500GB for Windows 10/Files
Asus ROG Swift PG258Q 240Hz Gsync Monitor
If anyone can assist me with the right steps, it would be a big help.

The framerate is only that low because it stuttered at that point, by the way.
I have not ran a memory test, is there one you'd recommend?
Also, this is a prebuilt PC. Where can I find the make and model of my PSU? Sorry for the noob question...

It might be related to the GPU or monitor, possibly both together. I'd send it back if it doesn't work properly. There appears to be a lot of stuttering from the RTX cards and issues with variable refresh rate monitors. Return it for them to resolve, and if they can't, consider a refund.
Well, I don't believe the problem lies with my actual monitor, since I've tried another one and it behaved the same. You might be correct about the GPU being the culprit. If I can't resolve the issue and the only option is to return the GPU, I'd rather avoid all the stress and purchase a better system instead. It feels unlikely this is the same problem as with my old PC, which is quite a coincidence for me.

I've used 4 ram kits, 4 cpus, 3 gpus, 4 motherboards, 2 psus, 2ssd, 3 monitors, and still it persists. It seems there might be more faulty gpus than people think, and companies sometimes try to sell them. The problem really shows up at high refresh rates under heavy loads, causing stuttering and texture pops, which suggests instability in the core or vram, though not severe enough to crash. Another thought is that poor power regulation at home could be the cause, which would require a costly upgrade to fix. Try swapping it into a different socket or room to check if it's the same.
