Not sure if this is where to post this but the solutions I know of havent worked and I'm not sure how to troubleshoot.
For the past view weeks I've been experiencing stutters preceded by a short tone/noise that to me sounds typical of Windows software. Originally it happened infrequently while playing valorant where my keyboard and mouse inputs would freeze for a short time. This led me to believe it was a problem with my mouse (which I plan to replace soon anyways), as I only noticed it while somewhat straining my mouse cable.
While playing elden ring this stuttering freezes my screen and audio. This makes it near unplayable when it's at its worst(Booting up the game, quickly loading terrain.)
Now it has worsened as the freezing of the mouse movement now occurs occasionally while browsing firefox.
My computer is about two years old. This started roughly a week or so after installing a new storage device, but I doubt that it's the problem.
I have no clue if this is a common issue or not as I havent been able to solve this with answers to similar problems, and I would appreciate any input.

CPU model is AMD Ryzen 7 5800x with NZXT Kraken 360 RGB cooler.
Motherboard is ASUS ROG Strix B550-F Wifi.
Memory includes Corsair Vengeance 3600mhz with two 16gb modules.
Storage consists of a 1tb WD_Black SN750 SE SSD and a 2tb WD Blue SN570 SSD.
Graphics card is NVIDIA GeForce RTX 3060.
Power supply is Corsair RM850x.
Case used is NZXT H7 Flow (2022).
Operating system runs Windows 11 Home 64-Bit.
Display is a Dell 2715H monitor.
These parts were purchased approximately two years ago (summer 2022), except for the 2tb SSD and cooler, which were acquired about four months prior.
Input devices are Keychron V2 keyboard and Glorious Model O mouse.
Current BIOS version is 2803.
