I’m currently assembling an ASUS Prime B650 Plus with 32GB Crucial Pro 5600 RAM and a Ryzen 7 7900 processor. The Be Quiet! Dark Rock Pro 4 cooler is connected via the Corsair Rm850X PSU, and I’m using a 2.5Gbps Ethernet cable that’s flickering. My dad connected a USB3 port to one of the front panels and saw power appear there, while I tried shorting the power switch cables but got nothing. I’ve checked the motherboard power supply and it seems to be receiving standby power through the Ethernet light. I’m looking into possible issues but haven’t found a clear solution yet. I’m hoping someone can help before assuming the board is defective.

I’ll keep updating this periodically for your feedback and prompt replies. Yes, I’ve worked on assembling PCs—this one I’m using right now was made by me, though I’m unsure how to repair it.

I don't think the motherboard is broken just because it's new. You might have skipped the GPU and used the IGPU. The photos aren't very useful. Where exactly did you connect the CPU cooler?

I would remove the motherboard from the case onto a non-conductive material such as plain cardboard. And attempt it once more.

He believes it will require a lot of effort since we've already invested around seven hours—five yesterday and two today—trying to fix or build the computer, making it unfeasible. He plans to attempt a jumpstart again and, if unsuccessful, will take it to a nearby repair shop. Apologies for the hassle.

Even though the board is getting backup power, don’t dismiss the PSU or the modular cable connecting from the PSU to the 24-pin connector on the motherboard as defective. Connecting the power switch header pins on the motherboard could also cause a problem by linking two lines on the 24-pin PSU connector, which might force the PSU into full startup mode. If it doesn’t recognize this signal, it will remain in standby. Since you’ve already tried bridging those header pins, the next step is to disconnect the 24-pin PSU connector from the motherboard and connect the two ends together (follow any guidance provided). There should be instructions on which components to link, though a device included with the PSU might simplify this process. If the PSU begins operating, the issue likely lies with the motherboard; if it still fails to start, the problem is either with the PSU itself or the cable linking it to the motherboard’s 24-pin port.
