Check if it connects to a USB 3.0 port (blue) or a USB 2.0 port. Test by swapping them to see if the issue resolves. For optimal performance, use the motherboard's direct USB ports located on the back IO plate.

No one has tried Plop Boot Manager before. It works with USB drives that use BIOS unsupported by the system, as long as another operating system is already installed. For a computer without any OS, there’s no official method to run it—Plop Boot Manager isn’t designed for such setups.

I don't have a physical optical drive, but I'm familiar with using Plop Manager to boot from a USB without a CD or floppy. You should be able to do that.
