These tools won’t function properly. Store-bought USB installers are restricted to read-only mode and can’t be formatted. You’ll require at least an 8GB USB drive to generate the installer.

You overlooked that detail. If removing its read-only attributes isn't possible with diskpart, consider swapping it.
