It's a physics issue whenever the game runs above 60 frames per second. I just restarted it and saw the same problem.

Mods correct every issue in the game. Consider installing EnBoost or an EnB and a stutter remover. Gopher offers great tutorials—watch them on YouTube.

As others mentioned, vanilla Skyrim struggles beyond 60Hz. My screen has a switch to switch between 60, 120, and 144Hz, but anything above 60 causes noticeable issues.
