I've reviewed the installation guide multiple times and watched the detailed video, but it's not resolving the issue.

Don't misunderstand this direction, but it seems you might be doing it incorrectly or missing something. The installation guide should have mentioned which mods to avoid to prevent clashes and issues. I've added many ENBs and mods to my Skyrim setup, and when something didn't function as expected, I had to carefully review the instructions. It turned out installing <random mod> would fix <other mod> and ensure the right ENB version for my preset.

I get what you mean, but it's an ENB I've set up before and installed in the same manner. I even attempted to remove and reinstall Skyrim.
