Problem with Ryzen 7 3700X appears oddly.
I began my PC earlier to enjoy a game and checked YouTube first. I noticed the window opened slowly, taking about 1.5 seconds instead of instantly. I ran a disk check to ensure everything was in order and then played the game. When loading, it took longer than expected, and once inside, I was only at 40 frames per second instead of the intended 145 fps. In Task Manager, my CPU was only at 1.2 MHz. I verified with Ryzen Master and turned off the PC. After rebooting, everything worked smoothly at 4.25 MHz and 145 fps in the game. What happened?
