I discovered a fix by chance. A separate page on the ASROCK site provided BIOS updates for all OEM models. This wasn't shown on CyberPower's site or the non-CB model update list. After installing the BIOS, the new CPU worked perfectly. The link https://www.asrock.com/support/index.us.asp?cat=SIBIOS is available for anyone needing it later.
