I plan to make an update just in case it assists someone later.
It looks like my 980 PRO M2 had issues with inconsistent usage, even when nothing was running, sometimes reaching up to 100%.
After installing windows on my secondary M2, everything is working properly.
I intend to purchase a 990 Pro following the RMA.
