I purchased a new power supply unit, an OCZ Tech 700W model. It's brand new. My system uses a HP Z420 motherboard with a 24-18 pin adapter. I've tried using a paper clip trick on both the PSU and the adapter, which worked for me. Once connected to the motherboard, the PSU fan stopped working. I'm using the power switch on the back, but the PC still won't turn on.

I had nothing to work with, so my best bet is you're using a faulty motherboard.

The power switch at the back of your power supply controls only turning off power into the PSU, not initiating your computer. This means you don’t have to unplug the power cord completely to shut everything down—just use the short button on the case or press the power button to start. Some power supplies include a quiet mode that only spins up the fan when there’s heat buildup, indicating they’re working hard.
