I believe the PCIe port on your motherboard isn't functioning properly. After not using the computer for two weeks, turning it on caused the GPU fans to spin at full speed and no display appeared. When I switched to another PCIe slot, the fans stopped spinning normally, which is typical. This time, I managed to get a working image.

Here are some points to consider:
- Your second PCIe x16 slot appears to be functioning correctly (2.0), not 3.0.
- There might be a performance drop if you use the 2.0 version instead of the 3.0 version.
- Check if the GPU slot itself is faulty or if there are any issues with the motherboard connections.

Curiously, have you attempted it again in the first slot after moving it? It could simply need being repositioned. Regarding your question: it's unusual that your second slot uses a different generation. Are you referring to PCIe 3 x8? Regardless, PCIe 3 x8 and PCIe 2 x16 perform similarly, with no noticeable difference between them. Additionally, it might be damaged, or perhaps just required repositioning. It could also be a result of a diagnostic check by your machine. Unless you face issues keeping the GPU in the second slot—such as conflicts with other add-ons—you should be okay with that placement.

I've repeated the attempt in the first position again; the same issue occurred. My main slot is PCIe 3.0 x16, but I'm using a PCIe 2.0 x16 slot now. According to my manual, that's what it says. I'm using this board here: https://www.msi.com/Motherboard/H97-PC-Mate/Gallery. If you check the pictures, I switched to the second blue slot and used the first blue slot before that.

They tested it using both HDMI and DVI, but both versions failed the same issue.
