Regardless, PCIe 3 x8 and PCIe 2 x16 perform similarly, with no noticeable difference between them. Additionally, it might be damaged, or perhaps just required repositioning. It could also be a result of a diagnostic check by your machine. Unless you face issues keeping the GPU in the second slot—such as conflicts with other add-ons—you should be okay with that placement.
Checking if Display Port is active and seeing if toggling it during startup produces an image.
I've repeated the attempt in the first position again; the same issue occurred. My main slot is PCIe 3.0 x16, but I'm using a PCIe 2.0 x16 slot now. According to my manual, that's what it says. I'm using this board here: https://www.msi.com/Motherboard/H97-PC-Mate/Gallery. If you check the pictures, I switched to the second blue slot and used the first blue slot before that.
They tested it using both HDMI and DVI, but both versions failed the same issue.
