Problem with PC startup. Requires multiple attempts to power on from the power button.
Is this a power supply issue? Before my PC usually begins with this BIOS recovery, I enter BIOS and just save and restart, but everything seems to work fine.
I notice the startup never occurs if I didn’t unplug the power cord after shutting down. So I let it happen a few times since I didn’t notice any performance problems when using it.
This has been happening for about a month or a year.
Sometimes it happens occasionally, and the boot is normal.
After installing AIO and two extra SSDs, the startup problem disappeared, so I enabled XMP again. Then after a few days, the BIOS recovery starts once more. Now with power-on issues, the PC takes 2 or 3 attempts before starting. All the fan lights turn on then suddenly shut off after 2 or 3 tries before it boots up.
I’ve read some similar fixes like resetting the BIOS with a 3-pin jumper or reinstalling the CMOS battery. Before trying these, I’d like to ask for opinions or other solutions about what might have gone wrong and what should be done next.

PC is around 7 years old
Model - ASUS Strxi Z390e Gaming
Power supply - Corsair 650W 80Gold PSU
GPU - RTX 2070
Is the displayed time in your BIOS actually 00:00? You should consider swapping out the CMOS battery for a new one.
Sorry about the two thread post. I'm heading out now to look for a new battery haven't checked the time yet. But as you said, sometimes my time in the window is late and I have to adjust it again.
it seems everything is working well now after changing the cmosbattery. only the first boot had the same problem, but after that my next boot is fine. i've been here for 3 days now, 12 hours and 24 hours passed...boot up is normal. i'm hoping this continues. thanks again for the solution.
