My computer isn't working well. It opens photos slowly, boots up late, and runs very slow.
Could you help me? For hardware upgrades, think about cost.

I would replace the storage with an SSD for the boot drive. This would also improve the speed of opening photos and starting the system.
Upgrading the RAM to around 8GB (though it might not support more than that for this older system) could provide additional memory and boost performance.
These changes would be relatively inexpensive, and the only two upgrades that could enhance performance without changing the CPU or motherboard (which you could do if desired) are the GPU upgrade for better gaming performance.
It could be several factors at play. Based on the age and actions, my initial thought is likely a failing hard drive. When was the most recent time you updated the operating system? Also, please note the cost without specifying your budget constraints. It seems unlikely to justify spending a lot on an outdated office PC that's close to 15 years old. If repairs are necessary, it would be better to opt for a refurbished model priced between $75 and $125, such as an Ivy Lake or Haswell, which offers significantly improved performance.
