I purchased components for an XP gaming setup. I own:
Gigabyte GA-H61M-DS2 Motherboard
Intel i5 2400
Kingston KHX1333 Blu 8gb DDR3 kit
430w Corsair PSU
Radeon HD 7770 1GB GPU
The PC starts looping—fans spin once before stopping, then it crashes into a black screen with a blinking underscore.
There is no BIOS screen, no power to the PS2 or USB keyboard to attempt F2 or DEL. The USB stick lights up briefly then disappears.
Despite these issues:
I have tested both RAM modules separately and together,
checked the GPU or the motherboard's VGA output,
changed the CMOS battery, reinserted the CMOS,
switched the PSU power cable,
plugged in or unplugged the HDD,
replaced the RAM,
replaced the CPU.
I haven’t found any bent pins on the CPU socket on the motherboard.
Could this be a dead motherboard or just the CPU? All parts were checked before purchase by the sellers.
It might also be a RAM problem. I can obtain some other DDR3 RAM, but I don’t have it right now.
Any suggestions would be appreciated.

Is this the green-labeled CX Unit from 13 years ago? Even if it was brand new, it's a terrible choice. Replace it with a more dependable model and check if you can access the BIOS. Try installing one stick of RAM in either slot to see if that improves things.
