Problem with new PC setup not showing on screen

I’m a new user and just assembled my first PC build. It’s not showing up on the screen. Here’s what I have:
Case – Xigmatek LUX G Tempered Glass Mid Tower
Motherboard – Maxsun Challenger H510M-H
CPU – Intel Core i5-10400F
CPU Fan – Xigmatek Air Killer S RGB
RAM – 16GB Netac Shadow II Dual RAM Kit
SSD – 1TB Netac NV3000
HDD – 1TD Seagate (old hard drive from my previous PC)
GPU – Radeon HD 5450 (old GPU from my previous PC)
PSU – 650W Xigmatek Minotaur
I’m using my old GPU before upgrading to the 4060-ti. When I power it on, all fans and LEDs activate, the CPU fan starts, the HDD makes noise, and the GPU fan works. I connect it to the GPU via HDMI but no display appears. I test VGA too, still no signal. After removing the old GPU and reinstalling it in a new PC without the HDD, it boots normally in BIOS. When I switch back to the old GPU in the new build, no display shows up again. I’ve checked all cables, RAM placement, and even used anti-static gloves while assembling. I’m trying to figure out what might be wrong—maybe the RAM or BIOS isn’t recognizing the old GPU. Thanks for any help!
I connected the PSU 24 pin to the motherboard, but I didn’t insert anything into the 4pin 12v slot because it doesn’t match the cable or slot on the PSU. If your PSU doesn’t have the appropriate cable for the EPS connector on the motherboard, you might be using the wrong PSU or incorrect components. You should connect the 24pin plus 4pin EPS on the motherboard instead.
Regarding the PSU itself, how recent is it? If it’s brand new, why isn’t there an EPS cable available for it? According to their website:

They recommend having at least a single 4+4pin EPS connector available.
The PSU is brand new, with all components except the GPU and HDD being fresh. It comes with several connectors, including a set of 4+4 cables, though the 4-pin is reversed to match the 4pin 12v on the motherboard. The cable design features rounded shapes—square at the top left, top right, bottom left, and bottom right—which prevents a proper connection. If the 4-pin 12v plug isn’t present, it might affect the BIOS from displaying correctly.
I've observed one side of the 4+4 fitting into the 12v slot on the motherboard. I'm curious about its placement on the PSU—it's an 8-pin connection, but the PSU has a 24-pin configuration for power, featuring 4x 6-pin L4P Sata and 4x 8-pin CPU PCIe ports. I'm unsure where to connect the 4+4 or 8-pin from the motherboard into the PSU.
