I purchased a new motherboard, Z270 Tomahawk Gaming, which has a working MB (100 but functioning). Since my motherboard is faulty, I installed the CPU and CPU fans—cooler Master Dual Fan. The board started up without issues. The main problems are:

1 : Only one fan is running at full speed; the other turns on briefly before slowing down.
2 : When I power on the system, the LED indicators and CPU switch between states rapidly, staying on or off repeatedly. I checked everything, cleared the CMOS, but the issue persists. What’s going on?

Details about the components: CPU i7 6700k, RAM teamforce 8GB, PSU cougar xtc 500, NVMe M.2 256GB, CPU fan cooler master, Corsair dual fan. Any help would be greatly appreciated. Best regards.

I resolved the problem by switching the RAM slot, which fixed it; however, dual-channel setup doesn't work now. Any thoughts?

No clear reason suggested for the dual not working. The issue might be specific to your setup or model, even though it functioned before.
