Consult fellow PSUs to see if they have one. Ensure your F30 BIOS is current for the Ryzen 5000 CPU. The board supports Q-FLASH, allowing BIOS updates without needing a CPU.

the issue was the socket x570 handle wasn't secured properly! it felt odd since i double-checked the cpu was locked, but it didn’t. when i began disassembly and attempted to take out the CPU cooling pad, it came off along with the chip. after reinserting everything, the system booted up for the first time—what a surprise!

Another chance is I forgot to connect the CPU fans to the CPU_OPT pins. As the guide mentions, a few MB might fail to start without those connections https://www.cgdirector.com/cpu-fan-vs-cpu-opt/
