I’d likely attempt to update the BIOS using USB on the motherboard with the Flash option. You don’t require RAM or CPU for this process. It helped me avoid issues on another board with a faulty BIOS.

I've encountered this before a few times, usually due to a damaged BIOS or very shaky RAM. I'd begin with a BIOS flash as @WereCat recommended, and if that fails, I'd test individual RAM sticks in each slot to check for a bad stick or a problematic slot.

The BIOS is now failing whenever he opens any sub-menu. I re-flashed it again but it didn’t help. Windows installation is fine, and everything else functions properly, but I can’t access XMP settings, fan curves, or boot priority. It seems like the hardware might be defective. We’ll wait a few weeks for an updated BIOS version and then attempt to return the board for repair.
