I'm experiencing an unusual issue with my Logitech Anywhere 2 mouse. When I hover over certain elements like a scroll bar or a text file, it automatically scrolls up or down depending on the pointer movement. For example, moving over the volume slider causes it to shift left, and hovering over a text file makes it rise. Additionally, I can't drag the mouse down anymore—it just stays in place. I've tried reinstalling the drivers, but the problem continues.

it seems like the button(s) are being activated too often. if you can take it apart by removing the buttons, you might be able to reinsert them and fix the problem. however, this could affect any warranty. if it's a new item, consider returning it. if it's not new but still covered under warranty, send an RMA.

I considered the buttons... But if it was the buttons it would highlight text and keep highlighting it... It's nothing physical at least. Something software-related... (I can't test it on another system, though I'm pretty sure it's a bug)
Everything functions properly except when I hover over a scroll bar. Also, when I attempt to drag the corner of the window, there are some problems.

I need to include... occasionally pressing the right mouse button triggers a menu, which then vanishes when I move the mouse.

you need to have access to a device with a laptop, desktop, tablet and USB port...

Actually I'm a bit of a loner and don't have a job... But that's a good point. I might see someone soon (like on Wednesday)....
I've checked some other posts online about similar issues (but fixing it needs to turn off for 30 seconds or replace batteries). This one doesn't have any batteries...
Used to own a laptop but no longer do. Still pretty sure it's a bug, not something with the hardware.

Reinstall the OS or go back to a previous Restore Point before the problem started.

Auto scrolling generally comes from pushing the scroll wheel. Right-clicking to open a menu is standard behavior. There are various applications available; I'm unsure if Windows includes one, allowing you to check which functions are being triggered on your mouse while pressing or not. Ok.. Under Apps there's a Your Phone (Microsoft Corporation) App..... Which I cannot uninstall.... Not sure if thats supposed to be there. Probably is. (Ill look into Restore Point a bit later, never done that before).
Mouse Test works fine.
