He attempted to set himself as the owner to address an issue on Roblox, but when he tried to restore the original settings, he believed he had skipped a step and lost permission controls.

The person managing that folder and its files should be TrustedInstaller. It’s best to revert the change and ensure it’s applied to subcontents to resolve the issue. Proceed carefully—altering these files can be risky unless you’re confident.
