I've checked every possible solution I could find. I removed Riva Tuner, reinstalled and uninstalled related software multiple times, and even looked for the issue in Event Viewer. Still nothing. HELP! I've also tried resetting, changing drivers, updating from older versions, and ensuring Windows isn't blocking the executable.

Open Task Manager, stop the running process, and attempt once more. It should function correctly.

Occasionally it happens, just persist and try a bit longer. It eventually begins to work again.
