I've been using FH4 for a long time and this problem has persisted. I usually start the game alone, but when trying to join Horizon Life it doesn't connect and keeps showing the same error: "Failed to open a connection. Check if your network allows IPSEC connections, and try again." Teredo functions properly; a friend helped confirm it was a server issue. I've spent about two hours troubleshooting without success.
