Avoid the 13th, 14th, and newer generations. Anything earlier is fine (11th and 12th gen). You'd be better off getting an AMD build instead, as it's simpler and avoids major problems.
The only reason I even thought about it was because both my parents work at Intel, so I’d get a 50% discount. I could buy a 14700k for $200, which is cheaper than a 7700x. But I’d rather avoid the risk anyway.
I mean maybe. The i7 typically retails near $400 USD at launch and falls to about $300 USD during regular sales. The 265k model has decreased to roughly $260 USD during recent summer promotions. It's currently available for $280 USD. The 9800x3d is priced at $500 USD presently. You're correct about the significant margin difference at lower resolutions—around 25% to 65% at 1080p compared to the 265k. However, the advantage shrinks to about an 8% improvement at 4K gaming. It doesn't seem like a worthwhile investment given its double the cost. Intel's lead isn't as strong as it once was, but I don't believe you can afford to make a poor CPU choice right now.
It might not be such a big deal at 256k. I'd just worry about how reliable the current Intel chips are now, especially after the 13th and 14th generation issues. The prices are also pretty crazy—I bought my 5800x3d for 250 euros only a few months after its release.
