Memtest86 completed every test without any issues. It confirmed the full 16 gigabytes of RAM. It seems reinstalling or updating Windows might be the next step.

Have you attempted resetting CMOS or rebooting to factory settings? You might also consider swapping the memory modules—since there are two, if only half is recognized, power off and reorder them, then verify again. This approach has worked for some users. Also review the "Uncheck Maximum Memory" option.
