Memtest only showed 8GB of RAM, which doesn't match what CPU-Z and BIOS said. I plan to install the MSI motherboard software and keep working on it later.

It's odd how BIOS recognizes it while other tools don't. Windows and memory testing aren't working—could your software be outdated or misconfigured? Also, are you using a Linux environment? Have you checked if the RAM was properly seated and tested individually?

Have you explored every single stick individually? Just testing all dual-channel setups means you’ve only checked each combination apart from the others, not each stick alone versus every other one.
