1.23 with vdroop is reduced compared to 1.23v actual in hwinfo; consider increasing the bios voltage slightly.

It really stops until I adjust it to 1.280v. Why is there such a big difference?

It isn't really at 1.28v during load with Vdroop, just as long as temperatures stay stable
